I have 1 stick of kingston 1333 8GB ram should i upgrade i got this 2 to 3 years ago
yes. i would grab an 8GB Kit of 1866mhz. or if you don't want to worry for a while a 16GB Kit of 1866mhz RAM.

Nope. 8GB is just the right amount for most games. If you would do video editing, I would go for 16GB.

With an APU that doesn't have a dedicated GPU I would say yes. Faster RAM is going to improve your FPS in games. I just purchased an 8 gig(2x4) set of AMD R9 2100mhz sticks for a hundred bucks and their great.
Speed doesn't matter as much as the amount. Additionally the difference between 1333MHz and 1800MHz is relatively small. Even dual channel will not make that much of a difference.

in Games Ram speed matters very little, but in Editing, it matters a lot more. and seeing as how the price difference between 1600 and 1866 is almost nil between sets, got 1866 or higher.
Maybe if you need to do editing and stuff, and you'd be willing to pay for it.
If it was me I would keep your current RAM and add the GPU but that said I am no expert on APU vs GPU, maybe go on a Youtube quest for knowledge and see how a fast RAM APU competes against a GPU and APU.
