Settings locked out of box on RCA android tablet

Hey everyone. My mom was given a RCA android tablet and the settings are completely locked out of the box. I have done several factory resets and tried every stock password i could think of but nothing has locked. I have tried to google it but i dont see this issue anywhere else online. Ill attach a pic of the screen. Any help would be highly appreciated. 

Try flashing the stock image onto it via fastboot/ADB

How do i do that? 

I cant figure out how to do that without turning on USB debugging which i cant do because i cant get into settings...

fast boot is done in the boot loader no need for the developer settings

whats the password? where did she get it from?

The RCA site doesn't have my model number listed on that page. Its RCT6272W23

No idea the password. It came like this out of the box. I did several factory resets and the settings are still locked. Cant even get to the home screen. She was given it by someone. Im not sure who.

I found firmware for the CPU. Will that work?

Yes i did a factory reset with that method three times now. Settings are still password locked. 

You need the android image but I can not seem to find it. There are custom roms you could wipe it with. You can find those on XDA

the more I read about this tablet the less I like it.

Can i just use a stock image of Kitkat or something? Or can i only use a forked version?

maybe it's to spy on what  she does.

Given? Was it a present that was purchased new? At this point I would see about returning and exchanging the thing, as this obviously isn't normal. Something like that seems reminiscent of a demo model that may have accidentally been sold.
