I am a programmer, but I don´t have much experience in web development, I know basic html and a little bit of Drupal(mini project) and Laravel(tests) and I need to develop a website to sell services online as fast as possible, I need to give a personalized service, so I need to ask for input (with format) to the customers, process the info, and give a reply (with format) and keep giving some kind of support (like chat or blog) to the customers and I would like some advice about a platform, CMS or php framework to develop this project I don´t know if drupal would be the best option, also if paypal is my best payment option

I'm also a programmer, and I hate webdesign, but I've been pretty satisfied with the minimalistic php based "pico cms", it uses flat files that you can write in markdown (like github) with inline html.
If you added a contact form plugin, then you'd be done I guess.
