I had a shitty second monitor for a few months now it was working fine until a few day ago. It started turning off and on again all the bloody time. The second monitor is a HP L1940T. I dont know if it has something to do with it but its connected to my gtx 760 MSI gpu with vga. If know how to fix this please help.

You know those screws that are on VGA ports? That's to keep the connection pins in place. Often times if your desk shakes with your monitor on it the pins can become disconnected. So just shake the cable or tighten the screw a bit. Unless you mean the monitor actually shuts off and on. Your title and subject kinda say different things but im assuming you mean just flickering bc it is a VGA.
