If I’m passing through my big expensive GPU to a VM, and I want to use lookingglass to see its output, what are the requirements on the GPU on the host OS? What is the cheapest GPU I could use for the host OS for passing through 4k@120hz?

I don’t have an exact answer for you, but you’ll need to make sure whatever card it is can do the HDMI or display port spec high enough for 4k120.
I fear that will probably be a much bigger, more expensive card (as the lower tier cards are frequently ancient) than you might hope for.
If you can accept 4k60, things will be much cheaper.
