Silent Hill. I didn't play it but watched it when I was little. It was pretty messed up and creepy.
Games don't scare a sadistic asshole like me, Horror movies never make me do more than laugh, games at the scariest will make me blink differently. However, the only game that has managed to make me reel back from the screen even an inch was in Fatal Frame 2, When the ghost girl climbs up out of the window when you bring up the camera, That was absolutely the only thing to-date that achieved the "Jump" effect on me.
EDIT: Subject was PS1 I didn't ever have one, just played it. So I accounted for the PS2.
