Same fps in Batman: Arkham City no matter what setting i use

I had done some benchmarks on my rig about a month ago,and i got a weird result for Batman: Arkham City,so today i decided to take a closer look at it,and i got some even weirder results

My benchmarks:

Maxed out:

Min:12fps

Max:73fps

Avg:29fps

1080p on lowest:

Min:12fps

Max:71fps

Avg:29fps

640x480 on lowest:

Min:12fps

Max:70fps

Avg:28fps

 

Why is it doing that?

I have a good rig,FX-8150@stock,8GB of DDR3 1600Mhz,7970 3GB reference card,60GB SSD,1.5TB SATA 2 storage drive.

is vsync on? that could cause it....

Nope.

Did you set windows to basic? Fixed my fps problems with that game.

Ok i right clicked on my backround clicked Personalize and set my theme to windows 7 basic.

My benchmark on max settings:

Min:12

Max:76

Avg:28

Have you tried disabling triple buffering in the Catalyst control center? I have had problems in the past with the Triple buffering killing the fps of games I knew I should get at least 60 in and only getting half of that.

The triple buffering box was not ticked.
