Ryzen 9 3900X voltage concern [Help Understanding]

Before and after I upgraded my PC to be a VFIO build. I’ve had concerns with the voltage reading in BIOS and CPUZ (Since they monitor in real-time unlike others) that fluctuates depending on the workload, when idle (doing absolutely nothing) it looks normal (<1.0V) but when I do something simple it goes to borderline overclocking (>1.4).

I’ve been trying to keep up to date on this particular topic but there’s a lot of different opinions and information that don’t align. Is this safe? Is this what the motherboard manufacturer and AMD decided that is deemed OK?

My motherboard is: ASUS ROG STRIX X570-F (Latest BIOS)
