Ryzen 5965 wx CPU doesn't support overclocking & very low clock speed drop

I have built a workstation using the
ASUS Pro WS WRX80E - SAGE SE WIFI II Motherboard along with
AMD Ryzen Threadripper pro 5965WX 24-Cores

But from the day one the CPU core voltage was hovering around 0.25v and peak speed of under one hundred MHZ TO 900 MHZ vary ( picture in attachment ) causing issue with processing power resulting in blank , white , black screens unable to show the data and charts . while as you know 1.3v+ with minimum of 3.1 Ghz @ idle is a norm.

i suspect the processor is a faulty but in orher to stablish that , the following steps were carried out :
1- updated the BIOS to the latest 1302 .
2- initially installed 8x (16 Gb ) ECC memory
( 64GB Kit 4x16GB DDR4-3200 PC4-25600 ECC UDIMM 2Rx8 Unbuffered Server Memory by NEMIX RAM)
were replaced by :

( Kingston Server Premier 16GB 3200MT/s DDR4 ECC CL22 DIMM 1Rx8 Server Memory Micron F - KSM32ES8/16MF )

just to see if the issue continue to persist.

4- we made sure according the user manual power connectors @ page 9 of user manual , the PCIE-8PIN-PWR connector ( C ) as well as PCIE-PWR-1 & PCIE-PWR-2 ( E & F ) are all connected for additional direc supply of power for multiple GPU usage.

( A 2000W PSU used in this workstation build to support heavy loading & multiple graphic cards . ) no economy mode switch was enabled @ the back of PSU .

5- windows was updated and blue/black/white screen troubleshooting was carried out .

6 - However , the Ryzen Master upon launching send a pop-up message from the get go as follow :
( Overclocking feature is not supported by the processor. Hence only current view is visible and you will not be able to switch to other profiles. ) while the ryzen 5965 wx is overclockable to 4.5 GHZ from 3.8 MHZ clock speed.

Is this a locked CPU they sent me ? ! !

7- all graphics card were removed & an HDMI plugable adaptor was connected straight to the MB using USB 3 in the back of motherboard to see if it is a graphics cards compatibility issue causing it . Also was made sure no traces of graphics drivers left on the system and BIOS was reset @ this stage as well as single approved kingston memory stick was used which made no difference in CPU peak speed or performance or DRAMA !

it is important to mention the following :

  • In Ryzen master non of profile 1 , profile 2 , creator mode , gaming mode are enabled on the left colomn .

  • In idle mode 23 out of 24 cores are sleeping , randomly a 2nd core wakes up for couple seconds then back to sleep

  • when we first built this workstation, the screw on M.2 heat sink snapped for absolutely no reason hence we had to install the SSD on second available slot .

  • while @ idle the CPU peak speed fluctuates as low as 73 MHZ to randomly low hundreds and back , However , under cinebench 23 multicore benchmark it revs up to 4.3 GHZ and stays @ that speed for duration of bench mark . then immidiately the peak speed drops to random low hundreds as soon as the load is removed.

  • . Temperature during the cinebench is 68-71 . & 35’ when idle .
    Enermax 360 mm .liquid cooling is used.
    cinebench score of 41400 .
    BIOS up-to-date.
    windows 11 pro up-to-date .

with all my amature thinking i suspect the following two possibilities :

A - factory-set, conservative power limits on motherboard causing it

B - possible faulty CPU conclusion.

I was wondering if any change of setting in BIOS can help with the issue that we are unaware of or this particular Motherboard has a known specific setting requirement or any physical change of switches on motherboard ie ( BMC )!? !

PSU : 2000W EVGA PSU is used .

Your Asus board doesn’t support pbo or curve optimizer for 5000 series, there was an ASRock board that does

RMA the board while you still have warranty though I’d just return If possible Asus makes really shitty TR pro mobos that are Riddled with problems and lack features
