No that's not true you can gain S-off on M7 pretty easy, by using firewater s-off!
Seem you can now, but when I did my M7 no one could s-off 4.4.2

Just go to firewater s-off website and read instructions it's really simple!
make sure you have the HBOOT version required for the s-off
why do you even need the s-off?
cant you unlock the bootloader via htcdev? or doesnt verizon allow this?
Verizon blocks htcdev codes so the only way to unlock the HTC One on Verizon is to s-off
