This happens for higher end AMD boards as well, I’ve seen an Asrock x370 taichi ATX that does this and threadripper motherboards have at least two USB 3.0 controllers (each controlling 4 ports) that are in their own IOMMU group and can be freely passed in.
Although I don’t know how much MacOS likes these controllers
