Probably possible to install dx12 but features are gonna be disabled. Playing games shouldn't be a problem, it will just run on dx11. Though if you have win 7, why don't you upgrade?
but at E3 the Fable Legends developers said it would only run on a windows 10 pc.
so that was really my question, will ANY game run under dx11 if ur not on win10?
I don't mean to be offensive, but if your laptop is that old and does not have up to date drivers, surely it doesn't have the power to play DX12 games anyway?
The short answer to your question is if a game is made with DX12 and neither your HARDWARE and OS support it, it wont run.
While I cannopt say for sure, I would say that most new games will run bother DX 11 and 12, just like many games today, including GTA 5 have options for DX10, 10.1 and 11.
dx12 is just too different.. i doubt there will be options of earlier dx's.
it would be like assasins creed unity all over again, e.g a broken mess in dx11 (but most likely fine on bare metal or low level api)
But I have a horrible feeling that devs are going to force windows 10 adoption by making games windows 10 only, which I am of two minds about as I would like to get everyone off of that broken api as soon as possible :D
Well it depends on if your GPU is DX12 compatible to. For example, I have an 8800GTX sitting here, that I can't even play Tropico 5 on, because it isnt DX11 compliant. Instead I'm using a really cheap and nasty £20 sapphire card, which has DX11. So basically you need both hardware (graphics card) and software (Windows) to be compliant.
If your GPU is DX12 ready, then I guess there may be a way, but I've never heard of it on previous versions.
My old Dell D630 laptop didn't have drivers for 7 so I just used the existing Vista kernels and the thing works perfectly. I would imagine 7 and 8 use the same ones?

you can forget about dx12 on win7 or 8.
You'll wait long time for hacks (which i doubt any1 would care for anymore) and they'll have plenty worms.

I do think that if vulcan starts being a thing then MS are going to do their usual and relax their 'win 10' only clause (as far back as win 8 I would imagine)... It's not like they havent pulled moves like that before.
