Ram running at lower Speed than it should

Hi guys, 

 

So was I testing at the performance of my pc and saw in this program called Speccy that my ram was running at 800Mhz instead of 1600 Mhz. In my bios it says that it runs on 1600 Mhz but it still says 800 Mhz. Is this normal or what? How can I fix this.

I have an MSI Z77a-G45 Motherboard and Crucial ballistix 8gb RAM ( http://www.crucial.com/eu/store/partspecs.aspx?imodule=BLS2CP4G3D1609DS1S00CEU )

It's double data rate so 800 x 2 = 1600.
