RAM issues

So ive posted about this before and could not find out what as wrong with my ram the first time. i have a problem where my RAM is always at load like 95% just on the desktop. I have 8 gigs im running windows 8.1 pro 64 bit i have tried adjusting the speed of the ram, the voltage, using an XMP profile etc... i ran a mayleware bytes scan...nothing. I even recently installed windows again and it still does this! The only thing I can think of is a physical isssue with the RAM and yes both sticks are plugged in the correct slots in the motherboard. Also when i look at task manager to see the applications by order of memory usage they don't come close to adding up to 8 gigs... please help me.Any input is appreciated.

What have you adjusted in the paging file settings? That is the only explanation that comes to mind judging from you image.

Just set it to 'auto' on mechanical drives as windows wants a paging file of some sorts to run efficiently. Avoid having paging files on ssds.

OK I'll change that, that's strange though I didn't notice that and I'm sure I didn't change the settings.
