RAM CAS vs Freq and performance

Might be putting too much thought into this now but it was suggested to me in a build that I get a RAM with a lower CAS latency, seemed like a reasonable thing to do after doing a bit of research. Seems like the consenus and Logan's opinion are for gaming a higher frequency is better, rendering a lower CAS is better. But realistically would there even be a noticable differance between say a CAS 8 @ 1600 vs CAS 11 @ 2400?

And as far as filling up DIMMs would 2x8Gb have the exact same performance as 4x4Gb? Would filling up the DIMMs have any benefit I guess is what I'm asking?

CL9 1866 - 2133 MHz is pretty standard now-a-days. I'm using CL9 1600 MHz due to 2x 8GB low-voltage & low-profile modules. You can't tell the realworld performance difference between different specs. Only numbers and benchmarks can show you.
