CES Keynote was the day this thing had to work well enough to be shown, so the engineers had enough time to get something working.
Yes, they could have pushed out the launch date further into February. With current availability in Germany, they may aswell have done so.
Navi will have been in development since 2015/16 ish, maybe earlier.
Quick reminder at this point AMD has their teams leapfrogging each other, so team 1 and team 2 may not necessarily make the same mistakes (eg. Polaris never suffered any of these problems).
Interesting that I did not see any mention of the āauto tuneā buttons anywhere else, just complaints about overclocking not working.
