r9 390 very loud and very hot on idle

I recently got an R9 390 to replace my GTX 670. When I got it it ran at 63+ degrees no matter what I could do and was always really loud/fans spinning fast, and flickered green pixels on my screen/crashed alot/etc. RMA'd it forevverrr ago it seems like, just now got the replacement. I had been usin my 670 again as a temporary replacement, so I used DDU to wipe the nvidia drivers off of my box, installed the card, started my computer and installed the latest amd drivers, and restarted.. now this. I'm just idling on my desktop with NOTHING but chrome for this, rainmeter, and gputemp on, and this is what my gputemp looks like: https://i.gyazo.com/1755e4bca859e8ffefaedbf00de33a44.mp4 for those who cant be bothered with the link: 63-64 degrees and 0% load with spikes up to 80-100% then dropping back down to 50/15/0 and stayin at 0 for another few seconds before spiking. It SOUNDS like it's at at least 80% fan speed. No idea where to even start.

which 390 are we talking about?

Your best bet would probably be either reseating the heatsink or sending it back. The heatsink may have been knocked loose during shipping.

how can I test this? I don't want to wait another month if I'm not 100% sure I have to send it back.

well how is your cooling inside the case?
And did you allready try to install msi afterburner, or any other software to control the fan curves?

Still i think you should send it back, its a bit weird, because the Msi 390 cards seem to be very sollid.
Non of the bigger reviewers complained about loud fans, or high temps on them.
Anyway just send it back, ask for a replacement.

If they dont have a Msi replacement, the Sapphire 390 Nitro should also be great.
The only con is that Sapphire does not provide a backplate, which is a shame in terms of the looks.

You can see if the heatsink sits evenly on the board, make sure both fans are starting up, and examine the heatsink for damage (bent fins). Out of curiosity which shipment company delivered? I know I have had 2 problems of heatsinks knocked loose from USPS.

I have a Corsair C70 Arctic white and my cpu is using the default intel heatsync and I have really tight cable management, so airflow is good. plenty of space behind the case to vent as well. plenty fans.

EDIT: all the fins are in place, seems pretty solidly attached, both fans spinning pretty quick. The load spikes to 100% are what really worries me.

okay, yeah then it might be just a bad batch card.

What are the odds of 2 in a row? like sub 1% or something?

Could just be a faulty GPU. It wouldn't surprise me if it is still an issue with the heatsink as this remedy has worked a few times in the past for me. If you are not comfortable with resetting it, I would recommend sending it back.
EDIT: Could also be faulty sensors.

Yea, the new one is running hot and loud. the old one ran hot and loud and crashed and caused artifacts on my screen, but hot and loud is still annoying. Had to restart for MSI Afterburner. After installing msi afterburner my idle temp is about 52C with fans on 25%, which is much better but still not very good, and the gpu load still spikes alot.

well 52°C with fans on 25% doesnt seem bad to me.
krank the fans up to arround 40%, and run a few benchmarks like valley, heaven, firestrike or just go and do some game play.
Just monitor the temps.

Let us know which temps you get.
if you get mid 70´s its about right.

On idle, the card should run arround 45°C but ofc this can varie depends on the envoirement.

I'll run heaven and valley right now. Will edit this post with results.
EDIT: Right after running heaven, temps were ~88C and now that I've closed it are dropping pretty quick, but I'm pretty sure it was on 25% the entire time (had it on auto) and here are heavens results: https://gyazo.com/7cc2ddc41f8376c936384e25d0dbc2b1

...what are the ambient temps?

If by ambient you mean idle, now only 53degrees (ish) but before was 63+ on 100% fan speed. I'm not confident msi afterburner fixed anything, but for the moment it seems it may have.

By ambient I mean the temperature in the room it's in.

70-72 degrees F.
