R9 390 not working?

Well my onboard graphics is running instead because its failing to utilize the card (I think)

So what youre saying is that when the gpu is plugged in and powered, using your onboard graphics, the gpu doesn't even come up in device manager

Cheap PSUs often lie/exaggerate their output and get around it by defining a certain test whereby said cpu does put out X wattage. This is why no name PSUs are a bad idea. did you put a RAM stick back in, or did you just try to boot with CPU/GPU?

Edit: also, from where did you download the drivers?

Ram was in there during test
I can't install drivers since the device is not detected

to rule out the psu Try a different PCI slot

I'll try my other PCIE slot.
Hopefully when my father gets home he can help and if that fails we can test it on his PC.
If worse comes to worse I could swap out the PSUs (If the PSU is the issue.)

Gonna try installing the driver software, though since my BIOS is failing to use it, it probably won't help. Worth a shot.

Then most likely your psu or an incompatibility with the mother board(though you said you even manuallt switched to pcie-video so unlikely) and if worse comes to worse then its the gpu itself

Yeah I saw a build using this motherboard and GPU so it's not that.
If the PSU is dead I won't be playing fallout 4 at launch

Well the driver installation confirmed the GPU is not registering at all

Wouldnt it just power off or constantly reset if it was the PSU? i'm pretty sure even the cheapest power supplies have fail safes to prevent them from burning. it's probably the card, or the motherboard, you could try another video card. and suing? well i guess if you're an idiot and want to lose money in court that's something you could do or you could just RMA it. of course that's assuming you bought it from an actual retailer and the card has warranty.

Can't afford it, just wanted to ensure the card worked before launch of fallout 4. I was only gonna use it for 2-3 days at no where near stressful levels.

Your psu might night even have enough amperage to turn the card on.

I might be able to get a temporary swap with my father.

What brand is it again? model number is so obscure cant find it.

If I found the correct psu, it has half the amperage needed to run a 390 which would explain why it isn't even turning on.
My advice is stop messing with it before you start a fire because if it does somehow manage to turn on that psu will probably die immediately.

I was trying not to buy a PSU. FFS. I guess I won't be playing fallout 4 on my bday. Or at least not at 1080p
