I just upgraded to a sapphire r9 390 nitro. I got the new drivers and i tried playing arma 3 ultra settings at 1080p i was getting like 25 fps. so then i tried to load up wolfenstein on the same settings and in the intro scene it was getting an unplayable 20 fps. I knocked it down to medium setting and the fps didn't move. So i tried to see what my cpu is runnning at and it was only hitting 60 percent. So i dont think its a bottleneck? Any help would be appreciated!
- i did just download windows 10. could that be anything?
I have a:
i5 4670k 3.40 GHz
16 gig ram
What did you upgrade from? Did you use a program to remove the old drivers first? Where did you get he new drivers from? Direct from the AMD website?

no from sapphire. i didn't uninstall old one. and i upgraded from a 7870. First time i have ever swapped graphics cards. i will try that!
That's most likely your issue. You still have the old drivers on there. Read through the link I posted and check the AMD section as well.
+1.
you realy need to remove the old drivers, and reinstall the new drivers for the 300 series cards.
The 300 serie cards dont seem to work with older drivers.
