Hi, Im building a new pc my old one is outdated and ive come up with a list and im wonder if the build would be able to run the Following games at Good/High settings and good fps because im going to be recording videos for youtube and live Streaming. Fallout4, Modded Fallout3,New vegas, Witcher1,2,3, Sniper Elite 1,2,3,4, GTA V,BattleField 1, Skyrim, And DayZ (i know dayz is kinda buggy in some spots) and some games that may come out in the near future. Add this thing... For the OS (my guess is Windows) and the software you need, you want to have an SSD. You don't really need the heighest of high end, but this, or even the 120GB version, will be more than enough.

PS: You may also want to check out the X99 offerings. Even 5820K will help with rendering and encoding and stuff... It's a bit more expensive, but yeah...
I agree... no reason at that budget to not have an ssd. Windows can be obtained for much cheaper than that at other websites (this is at your own risk obligatory statement... really a massive amount of people get it cheaper and experience no issues ).
X99 will certainly help with the recording since you want to get into that... The liquid cooler is ok... I still prefer high end air, cryorig r1 ultimate and noctua nhD15 are great and perform as well as many AIOs out there.
Wish I could recommend an AMD card for you since Nvidia's practices and closed ecosystem are terrible for the industry... but there's no competition for a 1070 really... 1080 if you can swing it.
And you may be able to get cheaper ram... Ram is ram for the most part (if you're not going super low end).
i always wanted a sdd but other people told me that they are not worth it, this is gonna sound totally stupid but im kinda new to pcs and what is a x99?? the cryorig r1 is better the a liquid cooler? the noctua is kinda ugly, ive heard that about Nvidia but the 1070 is alot better that alot of amds cards i cant really afford a 1080 yet i might upgrade im the future, what ram do you recommend?
I personally don't have an ssd... but I understand how they work, have used them on other pc's and I can say they make everything feel snappier (if it requires loading off the disk anyway... like the OS for example).
Ram is Ram imo (others may get into specifics but for the most part it doesn't matter much). Speed doesn't really matter... just find the type you need and the capacity you want in pcpartpicker, sort it by price, and get the first name you recognize. Gskill, Corsair, etc. (I have team something or other in my rig).
The only cards that can hold a candle to the 1070 are the Fury and Fury X cards which are good cards... but they don't have much memory (though the hbm is much faster than vram). 1070 is probably your best bet unless you can go 1080 or 1080Ti (waiting is always a thing especially since we have big sales coming up in the holiday season).
The Cryorig is on par if not better with 120mm liquid coolers... 240mm AIOs are slightly better than it. Also it's about $100 and it's large... your case should support it (being an enthoo pro) but it's always good to double check specs and ask questions.
$1300? I would invest in a dual xeon machine. You can get more done.

As I said before, you don't really need entirely SSD storage. All you need is SSD for the Windows and the software you are going to use. Games don't really benefit much from being installed on an SSD and the other media don't even care.
I will say this - as someone, who have cheap small SSD, I can feel the difference.
Windows loads faster, system is more responsive, the HDD don't spin so much so it is quieter...
Get an SSD...
Things to consider:
Maybe a 4 pack of case fans
Maybe some of that fancy thermal paste.
If your the type to upgrade cpu/mb ever 1 or 2 years I would go for the full version win 10 over the OEM.
If their is a Microcenter nearby they have some good cpu/mb combo prices.
Black Friday and cyber whatever is coming up.

2x RX 480 can dominate where Crossfire is utilized and a Fury X is not far behind.
Although a GTX 1070 is a better bet, Vega isn't very far away.
Let the man get the 1070 and let's finally accept the stupid fact, that amd don't have 1070/1080 counter.
FuryX eats 200+ extra watts of power and have some weird peculiarities...
As much as I am an amd fanboy, FuryX is not really an alternative to the 1070...
Games only benefit from an SSD in one way. Game start up and level loads.
Thanks For all the help everyone i actually bought all parts last Wednesday, but i put ti together and did a test boot and the m.2 ssd is not being recognized by the bios or windows so i brought it in to micro center and they said try switching the gpu into a different slot i did that didnt work they also said try a new ssd i did that didnt work now there saying the motherboard is probably bad i left it with to to run diagnostics and they said it would be 6-8 days until i hear anything so now im bummed :( the worst part is that after the 6-8 days i still have to fix the problem.
But by that reasoning, the 970 was a better card than the 390...
Here is the thing:
1070 have some 10+% overall better performance, while using less than half the power...
For comparison, back in the day, 390 was neck to neck with the 970...
Even back in the day with the 290X
Seriously... FuryX is not worth it.
