With the components i have. should i get a 850 Watt gold rated supply or can i get away with 500 Watt gold rated PSU.
and how accurate is PC part pickers estimate of how much power i need?
and any good recommendations for a good gold rated PSU?

500W should power the system just fine. However you may want some.power overhead in case you decide to expand in the future but you don't need to jump all the way to 800W. 600 or 650W is where I would go.
the main reason i was thinking of 850 Watt is cause I was using a 625 Watt supply but i noticed a component in it was cracked and the fan in it was constantly ramping up and down so i removed it from my system and will likely RMA it at some point my conclusion was that it wasn't capable of providing the power that i needed.
that happend before i upgraded the CPU/Motherboard.
Who made the PSU?
It was more than likely just a component failed. Really computers don't need that much juice. The listings for wattages on GPUs are way overkill. Technically you can run an 4770 and a GTX 780 on 450W. It would be cutting it close but it can be done.
