You can use qsfp+ (10 gig) in a qsfp28 switch, not the other way round.
Can I use QSFP28 network card with QSFP+ switch, both support infiniband, and QSFP28 to QSFP+ breakout, so I get 40 gigabit, is this possible ?
AFAIK most QSFP28 network cards support both 100 Gbps and 40 Gbps. If you use a QSFP+ module then on both sides then you should get 40 Gpbs, even if one side is a QSFP28 port and the other is a QSFP+ port.
(But double check your network card specifications).
Break outs follow a similar rule. A QSFP28 network port usually supports 4 x 25 Gbps and 4 x 10 Gbps.
