I currently own a TN 1080p panel powered by a GTX 770.
I use alot of Adobe's programs (Ps Pr Ae) but I really feel like I need more screen real-estate. I also game a lot, mostly GTA V.
I have two options.
1. AMH A399U 39.5" and stick with my GTX 770
2. QHD monitor (300-350$) and a R9 390.
Both are within my budget.

I would get a 3440x1440p monitor like this one.
And then save up a little and buy a second used GTX 770 for sli.

The display you posted wouldn't be an option as shipping and taxes would easily hit the 900-1000$ mark which is over my budget. I'm on an ITX board so Crossfire/SLI is not possible.

What is your budget in your native currency, (eruo? pound? etc?)
What is the tax rate actually like? (10%, 20? 80????)
What mobo and cpu are you currently running?
My budget in my local currency is 5.500 Danish Krones / DKK I have another 500Kr if the taxes go overbudget.

After a lot of research I found out that there is NO Customs Charges on Monitors but you still have to pay Import Taxes and VAT which adds up to 30%.

That 770 is just gonna break under the pressure of 4K.
If you buy inside of EU no TAX or custom charges will be added. So I suggest you look for stuff inside of EU.
as @BaronOfCheese said, you should search fofr something inside the EU, otherwise just face it, you have to pay the taxes, i know the feeling
But i think that although there is not that much content in 4k and it is still kinda "new" you wouldn't regret getting a 4k one (wichever you like) and a good ips panel
If not, i think you would be better served with a 1440p monitor
