I built my first PC earlier this year in June, at the time I wasn't concerned with noise levels or extreme performance, however after a few months of fan noise I think I might be going crazy.
I'm running a FX-4300 on a MSI 970A-G46 mobo, I changed the stock cooler to a Deep Cool dual heat pipe cooler with a 90mm fan. the fan is a 4 pin PWM, yet it sits at 2500 rpm and ruins any quiet scenes in movies or games unless I'm wearing a headset. I'm able to use MSI Clckbios II and MSI Control Center to control all my others fans fine (even the 3 pins), but the CPU fan wont slow down at all.
So, is this just an error with the CPU fan, if so could I take one of my 120mm spares and rig it onto the heatsink in order to reduce the noise levels, or will the lack of a 4 pin fan hooked up to the CPU fan connector on the mobo cause problems?
I guess from your rig, you don't have a whole heap of cash to throw at this problem, but check out www.quitepc.com . Even if you don't buy from them, it'll give you some brands to look for at your favorite pc store. Personally, I'd go for Nocuta fans.

Well, my MSI motherboard requires me to set a minimum CPU fan speed, then a target CPU temperature. Not the greatest fan control, but it works. I find the option in hardware monitor. It may be different though, as I'm running an i5-3570k.
+1 on the noctua. That will quiet down your system if your current CPU fan is noisy.
Be sure to turn on cool 'n' quiet option in the bios, and change the fan (as mentioned above) you cant go wrong with anything noctua, very quiet even at high rpm and blows the doors off cheap fans (excuse the pun).
