Proposal: Define 'Broadband' speed based off of Ethernet standards

So while I was trying to fall sleep last night...

My mind wandered over to the discussions on here about broadband speeds in the U.S.A. and how they really weren't defined enough to be useful. What it came up was a simple system based off of the 10/100/1000 protocol for Ethernet (if I'm using terms correctly that is). The concept is to have the Basic Broadband service operate at the 10Mbps (avoid the whole 'up to' thing) and scale from there. That's about as far as I got for 4am, but I thought I'd see what others would think about it.
