Hey I was wondering if there is a program that can constantly measure the speeds you are getting from an ISP.
I'd be curious to see any answer to this as well....From my understanding though, speed tests and the like need to download/upload actual data in order to test accurately...Wouldn't having this "run" in the background suck up more bandwidth than it was worth?
Correct me if I'm wrong, but isn't it less of a "meter on the outside of a pipe", and more of "putting" data in one end of the pipe, and seeing how quickly it "comes out the other end?" (Forgive rough example)
Not sure if there's a router/firmware solution that can monitor this though...
There are programs like Bandwidthd http://bandwidthd.sourceforge.net/ that kinda work like your asking you might take a look, I run this program in my pfSense router to keep tabs on bandwidth usage based on IP addresses on the LAN.
is it good for win 8.1?

Just wanted to point out sourceforge has been doing some very sketchy stuff as of late. I wonder if one could find another download location.
Just the OOKLA speed test or the Speakeasy speedtest by Megapath or the one from Comcast.
that just test it. I am talking about an actual program that is constantly surveying your speeds.
thats not how it works. The only way to test the speed is to do a test with a server. There is no 'in house' software that can do this.
I just want to be able to see when the speeds are the fastest during the day since AT&T gives me such horrible service.
then do a series of speed tests. Do 3 at a time, at 3 different times of day. Thats what I do for my work. Then take the averages and if they're not up to snuff call your ISP.
