also some guy tried a router firmware update, what did your ISP say?
Router is mine and I have the issue even if I plug cable directly to PC without router being a factor. Also I have already tried setting up QoS and it did nothing.

There have been times with cable that the ISP ran a diagnostic on their end and found a problem there. They can be really helpfull. My wife would call when she got tired of me trying to figure it out:)
I think I just figured it out.
I disabled Windows Auto-Tuning TCP connections trough the cmd.exe
I had to use command
netsh int tcp set global autotuninglevel=disabled
now my upload speed doubled. If I set it back to normal my upload goes back down. SO I guess that this was the issue.
