Problem with my Gigabyte GA-H81M-D2V

So im trying to build a intel i5 pc, i have;

Gigabyte HA-H81M-D2V motherboard socket 1150

Intel i5 4440 socket 1150

8gb of DDR3 Unknown brand

Gamer Storm Heatsink and fan

850watt Corsair PSU

i dont have a case yet but i have my power cable and power led hooked up, i hooked it all up to boot it and i dont get anything but the fans spin. ive messed around with it a bunch, now i want to find out if i need a new motherboard or CPU could anyone help me out. ill post some photos if that helps. 

im not new to computers but this one has for sure stumped me, both the cpu and motherboard are used, but are only 3-4 months old. i dont know if they are the problem or not. 

 

any helpful comments are very appreciated. 

This looks like a mining board .

This probably means he fried the board by not running powered PCI extenders .

Return it , unless you think something else is the problem .

 

Could also be somewhere else , like a short circuit because of many things , like a bad surface .

Thanks, the board was dirt cheap used. thats what i thought also, its like it wasnt getting enough power, but my 850w sure isnt the problem. ill look for a new board.
