I know this might make people go crazy and some people will think I'm dumb but guess what, I DID WHAT I HAD TO and now I want to get to the bottom of my problem if I can get some help. :)
So I bought a gtx 760 some time ago and the case or motherboard or something didn't let it just slide in all ez pz like so I took pliers to the bottom i/o so it'd fit and it does, and it works 100%, but it's unfortunately not screwed into the case but its all the way into the pci slot. I can get pictures of it if need be if you're interested in helping.

Pics as for me its kinda hard to visualize what the issue is.
Some cases have removable metal tabs that one just twists off to free up expansion slots, or screw based individual expansion tabs and then there is the lian-li (or lankool) case setup which can sometimes have just a locking mechansism.
In any case (as it even states in every gpu ever made) the installation process is clearly defined in the product manual. Free up the exansion slots, insert gpu all the way, screw in (or clamp down), insert power cables.... etc. etc.
screw the gpu's tabs into the expansion slot - there are holes. - use whatever screw fits the thread ie. motherboard standoff screws etc.
Looking at those push out rear slot covers next to the GPU it looks like a budget pressed steel case. I've used plenty of those in the past and they do often come with some loose tolerances in the fit n finish. So the bottom of the GFX card slot covers are not sitting between the case and the motherboard maybe.
So you may need to loosen the mobo screws and wiggle it to create some space at the back or yes bend the slot cover tangs a bit to get them to fit (though you've done that already). Forcing the GFX card down too tightly or too loosely in the PCIe slot is really all you want to avoid.
