Power PCIe card without motherboard?

I’m looking into building a DIY JBOD enclosure that is as small as possible, so I’m looking for a way to power a PCIe expander card without a full motherboard/CPU/etc.

Is this possible? If so, is there a piece of hardware that already exists for this?

Mining riser should work. They have an x16 slot and connections for power.
