It is running at 1866 - CPUz is reporting the raw RAM speed. You multiply it by 2 to get the effective RAM speed, which would be the 1866 you payed for. You are getting the right speed :)

If you want to check RAM frequency i personally prefer Aida as it reports the standard DRAM frequnecy but you can also get alot of additional information about the DRAM modules.
