I need a build that will do a lot of photo editing and maybe some video editing. (Small budget)
What programs will you be using? What the hell is a small budget? Do you need an OS and peripherals?
Just about any modern computer can "edit photos, and do some video editing" How much data do your think you might need, and how important is that data to you? How important is overall speed? What is your actual budge?
Realistically, you can buy a used Dell from ~ 2007 on ebay for 40 bucks and plug in an old hard drive and so some photo editing...and if you are posting here, tahts probably not what you want...
We need to know EXACTLY what you are doing to accurately help you.
It will be used for adobe apps (Lightroom, Photoshop, Premiere, After effects, and Illustrator)

A bit weak on the GPU side. Live rendering may be slow.

Higher clocked memory will be faster. A liquid cooler isn't really needed. I don't know how the low end quadros and firepros perform, but if you want to do gaming, don't get a workstation card. If you're only doing photo/video editing, then a workstation card is appropriate.
