So I have a phenom 2 x4 965 with a Cooler Master TX3 EVO. I know that the phenom gets hot but I don't know the idle temps. My cpu without OS installed (just new and fresh:D) stays on 40 C. Is this normal?

that's a little high, but still acceptable. Perhaps you did not apply your thermal paste as well as you could have, but unless you are planning to overclock to over 4ghz, then you don't have to worry.
I'm not overclocking at all, but I want to play a lot of games. Any problems here?
