pfSense/openvpn head scratcher

On my network I have a VPS running openvpn and a pfsense machine which is connected to that VPS using openvpn. From the VPS I can access the local networks behind the pfsense router but I cannot access the router itself. I want to be able to access the router and the local networks, specifically from my phone which is also connected to the VPS VPN. But neither my phone or the VPS itself can access the router, only the networks behind the router. I cannot figure this out. I have checked the firewall rules and they are fine, I even tried adding an allow all rule to see if it was the firewall but I get the same result. There is also nothing in the firewall logs saying the packets are being blocked.

I assume then it is a routing problem but as far as I can tell the routes are set correctly. I have tried connecting on the VPN interface address as well as the LAN interface address and neither work.

I’d really like some help figuring this one out. Please let me know what info you might need to help me.

I seem to have solved the problem but I'm not really sure how. I think it has something to do with routing but no Idea what the issue is.

as far as I know Quain will be throttling outgoing (also Streaming) traffic.
