im making a budget build for around 450-475 dollars in canada

which one is better?

Personally i would grab the Athlon II X4 640 (Since its 4cores) Or  Get a Phenom II x4 965, Doesn't cost much more than the Athlon, And has better core performance And L3 cache. And if you are getting a motherboard get an AM3+ socket since they are backwards compatable with AM3 socket CPU's. It will allow you an upgrade path with the CPU.  I'm sure someone else on here could give you even more info.

for 450-475 you must be able to cut down some things to fit a phenom II x4 965.

athlon for this one though

Athlon for sure, more flexiblility there.

Athlon. Try a phenom 955-965 tho.
