PC won't reboot with kernel >= 4.5.0

I’ve been running Gentoo Linux for close to 10 years now, but for the last 6 months I haven’t been able to upgrade my kernel. I tried posting on the Gentoo forums but didn’t get much help. I think I’ve narrowed it down to either hardware issue or something changed in kernel 4.5.0.

What happens: restart from KDE or tty, looks like init completes it’s thing, but no POST, beeps or display output. Motherboard LED “MEMOK” is lit and I have to press the reset button or open case and press the “MEMOK” button onboard.

What I’ve tried: EFI load defaults as I’m overclocked.
Nearly every combination of 1,2 & 4 sticks of ram (which I have a total of 6 sticks between 2 computers, all Corsair Vengeance, 4 sticks are same hardware version, 2 are newer.
memtest86 1.5 passes
motherboard swap for same make/model/bios revision
Gentoo-sources 4.4.52, 4.4.10{4,5,8}, 4.9.49, 4.12.12, 4.14.5
Kernel.org sources 4.5.0, 4.6.0, 4.7.0 and a number of newer trying to narrow down

Hardware: (2 PC’s 1 Gentoo 1 Windows 10, but Identical Motherboard, CPU, RAM)
Asus m5a99fx pro r2.0
AMD FX8320 @ 4.0-4.2ghz
Corsair Vengeance 1866mhz (Linux 4x 8gb sticks, Windows 2x8gb sticks)
EVGA GTX 760
Mellanox Connect-X 2 10 GbE PCIe x8
Seasonic 760w Platinum (1 year old)
