PC does as stated in the title. I've read that it could be caps on the MB among other things, but can’t find and bad ones on mine.
The strangest part to me is that it only happens when I OC my CPU, boots normal at defaults. I actually thought maybe with all my recent upgrades a larger PSU would help, but it still does the same thing.
Any help or ideas would be great.

sounds like your OC is a little high. turn down the voltage, and ghz if you have to. make it stable.
i let my overclocks run for 24 hours plus stress testing to see if they're stable. just because your computer turns on doesn't mean you're doing it any favors by pushing that cpu so far.
i have an 8350 OCed to 5.1ghz. if i try to push it to 5.2 i get very similar issues to what you're having.
This usually happens from a bad OC. The third reboot is usually it reverting to stock voltages most modern bios-es go into a safe mode and set stock freq.
Manual OC. If I remember right it started doing it as soon as I touched the clock speed. I'll try going milder and see if that makes a difference. Once it boots it's at my set OC and voltage and is 100% stable. Thanks for the suggestions. I'll mess with it my next day off.
