I know its an old game but if anyone has a fix can you please let me know

You have to manually install the Games for Windows Live client to get it working properly.

So did you try reinstall the graphics driver? or updated DirectX?
does the card meet the min game requirements?
It's clearly saying that in the error box

I have a R9 390 8GB so I highly doubt its not meeting specs

Than i should try the fix that Zavar posted here, I also did a manual install for games for windows live and fixed the game a while ago.

Replace "GB" with "US" if you're in the US.
