i am on a tight budget and am wondering should i get a 6350 and a 7850 and a good psu or a 8320 and r9 270 and a bad psu?
You cannot skimp on the power supply. Get the 6300 (not 6350) and the 7850.

Because the 6300 is cheaper and not that much slower. The 6300 and 6350 are the same CPU just with a different clock speed out of the box. Out of the box the 6350 is a little faster but it isn't worth the extra money, especially when you can OC a 6300 to the same speed or higher quite easily.
Don't get the 7850. The R9 270 is faster and about the same price as the 7850 or a tiny bit more. The 7850 is harder to find as well.
Never skimp on the PSU.

i would not suggest to run CFX, it has all kinds of problems, way easier to go with a single stronger GPU...
Also, i don't think 600W will be enough for a CFX setup
Never ever skimp on your psu. A few good notes are that you always buy a psu that is at least 80+ bronze sertified, it is from a good brand (corsair, evga, xfx, seasonic, super flower, etc...), and that it has some spare room, so you wont be maxing it out.
a couple of people online say that 600w is enough as long as your psu has 32 on the 12v rail mine has 38
Raidmax is incredibly low quality. I highly doubt it will hold anything close to 38a on the +12V rail.
You should also make sure your motherboard can handle crossfire without bottlenecking the second card. If you do not have at least two slots that can run at x8 at once, then you'll likely be bottlenecking the card, resulting in poorer performance than expected.
what would be the max card that i could run with the raidmax 600w power supply when i look to upgrade. maybe like a 280x or a 7970
A raidmax will most likely catch on fire before you could even finish building the computer, I highly recommend avoiding raidmax at all costs

I still wouldn't get it, raidmax is well known for using extremely cheap quality components and have reputation for catching fire, I personally wouldn't risk it
80+ efficiency does not tell the whole story. Many other power supplies, such as Coolmax, are also 80+ Bronze certified, but the caps are low quality and many of the cheap power supplies can't supply half their rated wattage.
There are only 5 reviews as well. Most power supply reviews on newegg are "if it works, it must be stellar". In order to test a power supply, you need knowledge of how they work, and sensitive equipment to test their ripple and power surge resistance.
People from other sites also say to stay away from RAIDMAX.
