CPU. Plan on doing a Heavy CPU workload such as DVD ripping, Playing Heavy CPU Load games, etc.
GPU. Plan on loading High resolution textures.
PSU. Just for future proofing.
Do you think there is anything i could improve on. Im at the upper limit of my budget and I have a little wiggle room but need to try to keep at that level. Plan on buying it in 2015 early - mid spring.
TP: It comes with Thermal Paste you don't need it.

Memory: You want dual channel
GPU: The 760 is kinda slow and the AMD options at that price are much better. Plus 760s only have 2GB. Not good for high res textures.
PSU: Kinda crap. 600W isn't that much but plenty for most people.

Also slightly over your budget but you get a stronger GPU. CPU that is better for multithreaded applications. Change it to the 280 in the Intel build and it will be under budget.
If you're planning on buying then things will be quite different. The 960 from nVidia and more importantly the new RX 3XX series from AMD will be dropping in February so that will change things up quite a bit.
Doesn't matter. It is an out of date part. Mine will be faster and offer you more features on the platform.
Doesn't matter. The 760 can't take advantage of 4GB of RAM. It is pointless. Especially when the other GPUs will still kill it in terms of FPS.
TP: You won't run out trust me. But Arctic Silver 5 is good if you must.
Okay well dual channel is still usually better. You could just throw in two 4GB sticks. You won't ned more than 16GB
PSU: The other one is much better sorry.
No your motherboard can not overclock and neither can the CPU. You need an unlocked CPU a "k" part to OC and a Z series motherboard. Get the 8350 rig with the 280 then. It will be under budget. IMO save up more money first.
This will game strong with no bottlenecks (i5-4690k is the best gaming CPU out IMO with an R9 280x Sapphire tri-x GPU) and will handle most computing tasks with ease.

If the apps you use require more threads ... this Xeon and the stock CPU cooler will handle them and game well with the R9 280x
