Overclocking Help - CPU Speed Stuck

Ok so I just recently overclocked my Intel CPU following a guide, but ever since then my CPU is locked at 3.6GHz and doesn't lower, even when idling.

I'm guessing it's one of these settings they had me disable in the BIOS, but I'm not sure which one.  I'd like the CPU to jump up to 3.6GHz at full load, but throttle down when I'm not gaming.  Which setting is it?  Here's what they had me disable:

Speedstep, Turbo Mode, C1E, C-States

As far as I know, Speedstep takes you from 12x multiplier to default and Turbo takes you from default to Turbo multiplier. So in my case, My 3930k idles at 1.2GHz but jumps into somewhere between 3.2 - 3.8GHz when under load, depending on the load. TL;DR I would say try Speedstep befor anyting else.

OH I completly forgot, speedstep won't do anyting unless in the power options in windows is set to balanced and not performace, power saver keeps it at low clocks, balanced is the way to go on that
