how can I optimize performance and battery life on fedora? battery life is way worse that what i would get in windows and the laptop is almost constantly at 98+ c its a yoga 9i with a 11th gen evo i7

First thing you could start with is undervolting the cpu and tlp. Those two actions usually get me within a stone’s throw of windows battery life and perf.

Okay, so that configuration looks fairly solid.
Next step would be to play around with the undervolt settings:
On my 8350h xps 15, I can get -120mv. I’d start with -50 and see how far you can go. I use stress-ng to test.

that’s intel’s new integrated gpu its supposed to be pretty big upgrade from older intel graphics
what mainly concerns me though is that the laptop is frequently going to 98 c ish and sometimes all the way to 100c (although only when charging so maybe normal i think this also happens but less frequently on windows)
That’s just laptop CPUs. the intel-undervolt tool I linked you allows you to set an alternate max temp, so if you want it to just go HAM until you hit X temp, you can. For example, I’ve got mine set to 80c. It’ll boost to 4.3 until it hits 80c package then it starts backing off until it hits equilibrium.
But I also detuned the CPU from 45w to 30, since I don’t use my laptop for super-intensive stuff.
TLP and it’s auto-calibration is by far the best thing you can do to reduce idle power consumption.
