Open application on second or third monitor?

Is it possible to have a application open to a specific monitor when you click the shortcut on the task bar of the specific monitor? For example I have three monitors and monitor 1 is my primary display. But I want VLC to open on monitor 3 without dragging it from monitor 1 when I click the vlc shortcut on monitor 3.

I know this is a lazy task, but I have my monitors in an backwards L shape. So Monitor one and two are side by side and monitor three (a tv; my watching screen) is above monitor two. When I drag VLC from monitor one to three it gets stuck a number of times in the process of moving it.

You could always right click the app in the start bar, or use Windows+Shift+Arrow key.

Lastly, I haven’t been on Windows in a while so I’m rusty, so this one MIGHT work. Windows+Shift+Number might move it to a specific window.

Normally in Windows 10 a window will open on whatever screen it was left on last before it is closed.
i.e. Discord always opens on the screen I want it to

This probably doesnt help but who knows?
