Oneplus 3t boot loop after update

Hi im hitting a wall here
My oneplus 3t has started boot looping after upgrade to oxygen os 5.0.6
I cant get past the oneplus logo before it restarts.
I have side loaded the latest OTA update 28 at time of writing but still the same. I tried installing the 27 version but still the same, I can’t get into the phone to unlock the OEM bootloader so I can’t even install the recovery image.

Does anyone know of another way to unlock the bootloader
Fastboot OEM unlock bootloader doesn’t work as you have to be able to toggle it in Dev options which I cant get into.

I think you would do best to post at XDA Developer. Each manufacturer takes their own approach on Android device lockdown
