One of my fans is losing it

Hey guys,

I've got a stock fan in my case. In the bios it is set to just run at 60% all the time. It is throttling up every 2-3 seconds for a second and then returning to normal. Anyone have an idea what might be going on here? The case is almost 3 months old and I don't know if it's just got a bad fan or what. Is there a better method of adjusting fan speed outside of the bios?
