One Gpu wont overclock?

One of my Gpus has just decided that it doesnt want to be overclocked anymore.  According to CCC both cards are properly overclocked, but according to the readout on cgminer and GPU-z that isnt the case.  Any idea what the problem is?

Relevant info:

Sapphire 7870ghz in 2 way crossfire

stock speeds 1050/1250 clock/mem

overclock 940/1450 with +20% power draw

I have no sympathy for gpu miners.....disable CCC and use MSI afterburner.

Tried that and it still didn't work.  Also tried using just cgminer and still no luck.  I only mine while I'm at school and at night, mostly because my room is colder than hell and I don't pay for electricity.  Its a good deal.
