Odd monitor response times

Hello!

Been a fairly long term watcher of Tek Syndicate, never posted here though. :P

Aaanyway, so I recently got a new monitor, Shimian, 1440p, 27" all that good stuff. However I noticed that it felt a bit 'laggy', especially in games. I've put up with this for a couple of days now, but it's been eating away at me a bit, so I decided to test the monitor. Everything is fine, except the response time, I tested it with the old 'take a photo of a stopwatch' thing. Didn't have a CRT to compare it to, so I used my second monitor, which I know is 5ms and I noticed something rather  odd, sometimes the timer is the exact same, down to the milliseconds, and sometimes it can be anything up to 70ms out. It is extremely annoying, games go from feeling pretty smooth, to feeling like they are running at 25 fps, yet the fps counter is always above 60.

Any ideas on what could be causing this is much appreciated, as is any advice. The last thing I want to do is have to send it back and get another one...

what graphics card are you using? 

i've had issues that sound like what you're having in the past with a few cards of mine. i.e: HD 6950 (driver update fixed the issue), and my current HD 7990 (beta drivers are fixing/breaking/fixing/breaking...), but my 2 660ti's (sli'd or not) always perform butter smooth with no input lag what so ever, and i don't get that awkward "laggy"-ness you're talking about (which i think might be Micro-stutter). 

I am using a single 680, unfortunately I don't have any other cards lying around so it may be hard see if that's what is causing this.

the 680 should be just fine. 

do you have any problems with input lag?

maybe try dropping AA or PhysX in games? i know those have caused issues for me. or try running in Windowed-Fullscrean mode instead of Fullscrean?
