Odd Asus GTX 770 Behaviour

I have an odd situation, my Asus GTX 770 will hit 80 degrees celsius at 100% fan speed(on all fans,not just the fans on the card) on just about any benchmark.(Valley, Heaven, Kombustor, etc) But its running at stock speeds.

I am also using Asus GPU tweak to overclock my card.

I am currently using the 337.88 driver.

Is GPU Boost to blame? 

The reason why I think this is odd is that I watched this video from Tech of Tomorrow, https://www.youtube.com/watch?v=c0I99h7ksWM , and he got a decent overclock at 71°

 I am using the NZXT Phantom 410 with a 140mm AF fan on the side panel blowing across the card, another 120mm AF fan below the card, blowing straight at the card, 2x120mm AF fans at the front intake of the case, a top rear 120mm AF fan for exhaust, and finally 2 Noctua NF-F12's attached to a Corsair H100i in a push config at the top of the case. 7 fans in total.

That is a weird that your fan would need 100% speed to keep it at 80C. I have an Asus HD 7970 Direct CUII and at the most the fan speed maxes out between 60% and 75%.

Your airflow isn't the problem (4 intakes, and 3 exhaust). Could be the thermal paste in the gpu. Or, is GPU Boost adding unnecessary voltage to your core? Another cause could be uneven airflow, as in your intake is stronger than your exhaust resulting in hot air being reused by your card, in which case try putting a little more speed to your exhaust to keep up with your intake.

From GPU Tweak's hardware monitor it is showing 1.1 volts at full load. Now if I set the GPU Temp Target to 95° C, the temps will sit right around 84° C.
