There MIGHT be some Command Prompt-based software that allows this; I know my Alienware M11X R2 had some aftermarket software that allowed you to move the BCLK of the CPU to increase overclock frequencies, but it's not guaranteed to work, and even if it DOES work, it may not (most likely is not) be the best thing for that chip, given that it's not an unlocked component AND sitting in a notebook like that.
I'd stick to leaving things as they are until such time as you can get something with a bit more power behind it :-/

best you can do is use power target to run the processor at full speed at all times.
Overclocking laptops that are not specially advertised as overclocking laptops is a bad idea. Laptops are meant to run at stock speeds and thats it. You open a can of worms when you try to fiddle with that stuff, especially on a lower end laptop.
you could overclock it by hacking you bios. however that comes with the risk of bricking your laptop if you don't know what you are doing.
Ha I straight swapped my single core AMD Athlon to an Athlon x2 dual core. it was an old laptop, still kicking with no other upgrades. They can take more than most people think but I still would be wary of it.
