Does the Disk drive show up when you go into the BIOS? is it a clean Hard drive? (no OS on it at all). Have you tried Reconnecting the Disk drive? Or tried booting from a windows 7 ISO from USB?
Those M.2 NVMe can be a bit tricky and not show up on every boot.
